As a key member of our leadership team, the Chief Administrative Officer (CAO) plays a pivotal role in guiding the agency’s day-to-day operations, ensuring our services remain responsive, sustainable, and aligned with our mission of supporting mental health and well-being for all.
You will lead high-functioning teams across Finance, Human Resources, Information Technology, Facilities and Fleet, and Administrative Support. Working closely with the Executive Director and fellow leaders, you’ll be a champion for innovation, compliance, operational efficiency, and workforce engagement. In the absence of the Executive Director, you’ll step in to ensure continuity and strategic direction.

Chief Administrative Officer

JOB TITLE: Chief Administrative Officer
SALARY LEVEL: Administrative Executive þ = Exempt Position
SALARY RANGE: $93,000-$105,000
RESPONSIBLE TO: Executive Director
SUMMARY OF RESPONSIBILITIES:
Serves as Chief Administrative Officer and functions with a high level of professional independence. Responsible for leading, directing, and coordinating the day-to-day administrative functions of the agency, including Finance, Human Resources, Information Technology, Facilities and Fleet, and Clerical Support. Collaborates closely with the Executive Director and other leadership to ensure the alignment of administrative operations with the agency’s mission and strategic goals. Serves as Acting Executive Director in their absence or at their request.
ESSENTIAL JOB FUNCTIONS:
- Provides strategic oversight and planning for all administrative departments under their supervision, including HR, Finance, IT, Facilities/Fleet, and Administrative Support.
- Supervises and evaluates direct reports, including department heads, to ensure operations comply with agency policies, strategic goals, and applicable laws and regulations.
- Oversees the development and monitoring of the agency budget in coordination with the Chief Financial Officer and Executive Director.
- Ensures financial operations meet all local, state, and federal reporting and compliance requirements.
- Provides leadership and direction in the administration of HR practices, including recruitment, labor relations, training, and employee engagement.
- Collaborates with IT leaders to align technology solutions with agency operational needs, ensuring secure, reliable systems.
- Oversees facilities management including maintenance planning, fleet operations, custodial services, and capital improvement coordination.
- Participates in executive planning, policy development, and implementation of strategic initiatives.
- Represents the agency in external meetings, workgroups, and collaborations as required.
- Prepares reports, presentations, and briefings for the Executive Director and Board of Directors.
- Ensures the efficient functioning of administrative workflows and identifies opportunities for operational improvement and innovation.
NON-ESSENTIAL JOB FUNCTIONS:
- Performs other duties as assigned.
- May be required to provide own transportation while performing agency-related duties.
- Attends meetings as required.
QUALIFICATIONS:
Education:
Bachelor’s degree in Business Administration, Public Administration, Finance, Human Resources, or a related field required. Master’s degree preferred.
Experience:
Minimum of seven (7) years of progressively responsible leadership experience overseeing administrative operations such as Finance, HR, IT, Facilities, or Clerical Services. Experience in the public sector or healthcare-related organizations preferred. Supervisory experience required.
Other:
Must demonstrate strong communication, strategic planning, and organizational skills. Experience with budgeting, compliance, contract management, and cross-functional leadership highly valued. Proficiency in Microsoft Office products and familiarity with enterprise-level systems.
