Job Description

We are seeking an experienced HR Generalist with a strong background in the heavy highway and civil construction industry. This role will support various HR functions, including recruiting, compliance, employee relations, benefits administration, and workforce development. The ideal candidate will have a hands-on approach, experience managing field and office personnel, and a solid understanding of HR best practices in the construction sector.

Key Responsibilities:

• Develop and execute recruiting strategies to attract skilled labor, project managers, and office personnel.
• Source candidates through job boards, industry networks, career fairs, and employee referrals.
• Conduct screenings, interviews, and background checks to ensure the best fit for each role.
• Manage the onboarding process, including new hire orientations and compliance training.
• Serve as a point of contact for employee concerns and provide guidance on HR policies.
• Ensure compliance with federal, state, and local labor laws (e.g., FLSA, EEO, OSHA, DOT).
• Conduct workplace investigations and provide recommendations for resolution.
• Manage employee records, HRIS data entry, and reporting.
• Administer benefits programs including health insurance, 401(k) and leave policies.
• Support payroll processing by ensuring accurate employee data entry.
• Coordinate safety and compliance training in partnership with the safety team.
• Identify and implement professional development programs for employees.
• Assist with apprenticeship and workforce development initiatives.
• Lead initiatives to improve employee engagement and retention.

Qualifications:

• 5+ years of HR experience in heavy highway or civil construction.
• Strong recruiting experience with a focus on skilled trades, field personnel, and management.
• Knowledge of construction labor laws, VDOT regulations,
• Proficiency in HRIS systems, Microsoft Office Suite, and applicant tracking systems (ATS).
• Excellent communication, problem-solving, and organizational skills.
• Ability to work in a fast-paced environment with multiple priorities.
• PHR/SPHR or SHRM-CP/SCP certification preferred.
